In simpler terms, a website developer does not need to create comps and wireframes for every screen but except for the most difficult screens. Just use those to work out the model.
Deliverable is quite unnecessary. But clients expect it from the company they hire. It just shrinks the art of designing involved in a web development project down to a selling agreement of products and services. Any hardworking and talented web developer should take care of the fact that he does not give into this practice.
